How to obtain observer status

NOTE

For COP 28 review cycle, submission of applications was closed on 31 August 2022 23:59 CEST.

For COP 29 review cycle, organizations (non-governmental organizations (NGOs) and intergovernmental organizations (IGOs)) interested in obtaining observer status can submit application until 31st August 2023 23:59 CEST in the Online Admission System (OAS).

Admission as an observer organization:

Organizations (non-governmental organizations (NGOs) and intergovernmental organizations (IGOs)) have to be admitted by the Conference of the Parties (COP) as observer organizations to the UNFCCC process before they can send representatives to attend any sessions or meetings of the UNFCCC.

While the organization does not need to repeat this process once admitted, it has to register for every conference its representatives through the Online Registration System (ORS) in order for them to attend a session. The registration process for admitted observers is explained on the web pages for admitted IGOs and admitted NGOs, respectively.

Before applying for admission through the Online Admission System (OAS), please check whether your organization has already been admitted and review the information below:

Please also note that the UNFCCC admission process is independent from any status of an organization with ECOSOC, or other UN organizations and agencies.

Deadline: The timeline to submit an application for admission as observers in time for COP28 cycle is until 31 August 2022 midnight CEST.

All applications must be complete, including all required official documents and information as outlined in the respective standard admission process above, and must be submitted within the above deadline.

Online Admission System (OAS)

The OAS is used to manage the process of applying for observer status. Before creating an account, please carefully review the information provided above, including the applicable Standard Admission Process document.

Please note that already-admitted observer organizations are not required to use this system as organizations, once admitted, are eligible to attend future UNFCCC sessions and do not need to reapply for admission. Following the review cycle, eligible organizations that are formally admitted by the COP will not be required to use the system again.
