This page presents targeted outreach activities to foster exchange on capacity-building at the national and regional level such as thematic dialogues and/or workshops co-organized during regional climate weeks.

Such promotion of strategic stakeholder engagement is a key part of the current PCCB workplan.

 

PCCB side events at Regional Climate Weeks 2022: Capacities needed for the horizontal and vertical integration of  Nationally Determined Contributions (NDCs)
Background

The horizontal and vertical integration of Nationally Determined Contributions (NDCs) provide opportunities for greater policy synergies, efficiency, and coherence, at the same time, there is also a need to build capacities to mobilize such opportunities related to different integration approaches. Aligning climate and development agendas and integrating NDCs across the board could enhance horizontal policy coherence. At the same time, the integration of NDCs at different levels of governance, namely regional, national, and local, could enhance vertical policy coherence. 

To discuss such approaches, through this side event series the PCCB in collaboration with the PCCB Network seeks to facilitate the exploration of what capacities are needed for horizontal and vertical integration of NDCs. The series seeks to provide a space to share experiences and exchange knowledge, case-studies, and best practices related to policy coherence and specifically to the role of capacity-building in the horizontal and vertical integration of NDCs.

Africa Climate Week: Capacities needed for the horizontal and vertical integration of Nationally Determined Contributions (NDCs)

The Paris Committee on Capacity Building (PCCB) in collaboration with the PCCB Network facilitated an event through the “Capacities needed for the horizontal and vertical integration of Nationally Determined Contributions (NDCs)” side event at the UNFCCC climate week in the Africa region in 2022. This event provided the PCCB Network members  and other relevant capacity-building stakeholders with an opportunity to engage on a thematic basis and collaborate at the regional level by sharing experiences and best practices related to climate change capacity-building, with a particular focus on the horizontal and vertical integration of NDCs.

Latin America & Caribbean Climate Week: Capacities needed for the horizontal and vertical integration of Nationally Determined Contributions (NDCs)

Recognizing the transformative role of horizontal and vertical integration of NDCs as a provider of opportunities for greater policy synergies, efficiency, and coherence, the Paris Committee on Capacity Building (PCCB) in collaboration with the PCCB Network facilitated an event through the “Capacities needed for the horizontal and vertical integration of Nationally Determined Contributions (NDCs)” side event at the UNFCCC climate week in the LAC region in 2022. This event provided members of the PCCB Network and other relevant capacity-building stakeholders with a platform to engage and collaborate on a regional and thematic basis and share their experiences and best practices related to climate change capacity-building, with a particular focus on the horizontal and vertical integration of NDCs.

PCCB side events at Regional Climate Weeks 2021: You(th) in capacity-building
Background

In an effort to further expand the PCCB’s engagement with youth in the context of climate change capacity-building, the PCCB hosted a series of side events titled "You(th) in capacity-building" during the virtual thematic sessions of Regional Climate Weeks 2021. This virtual event series were implemented as part of the PCCB’s efforts to promote strategic stakeholder engagement to foster exchange on capacity-building through outreach activities at the national or regional level (workplan activity C.4). It provided a space for members of the PCCB Network and Youth Ambassadors to share their experiences and exchange knowledge and best practices of their work with regards to capacity-building and youth engagement in climate action.

Through these side events at the Regional Climate Weeks in 2021, the PCCB in collaboration with the PCCB Network aimed to facilitate climate action in the Latin America and Caribbean (LAC), Asia-Pacific (AsP) and Africa regions. In light of the 2021 focus area of the PCCB on building capacity to facilitate a coherent implementation of NDCs in the context of national development plans, participants were also be encouraged to discuss the role of youth, who have been architects in the development of the 2030 Agenda, in addressing climate and development goals more coherently. At the same time, the aim was to align the side events with the three thematic tracks of the Regional Climate Weeks: Track 1- “National actions and economy wide approaches”, Track 2- “Integrated approaches for climate resilient development” and Track 3- “Seizing transformation opportunities”.

Latin America & Caribbean Climate Week: Enhancing youth engagement in climate action through capacity-building

As part of the Regional Climate Weeks side event series, the PCCB hosted the first side event of the series "You(th) in capacity-building" on May 11th.The side event provided a platform to explore how youth can take a leading role in capacity-building efforts and how capacity-building of youth at the regional level can be facilitated through networks and innovative partnerships with academia and research institutions.  Members of the PCCB Network and youth activists from the region shared their experience and exchanged knowledge and best practices of their work with regards to capacity-building engagement in climate action. The side-event took the format of a panel discussion to reflect on what is needed to scale-up and enhance youth capacity-building initiatives in the region.

Asia-Pacific Climate Week: The role of youth in building capacities to support the coherent implementation of the nationally determined contributions and national development plans.

Nationally determined contributions (NDCs) are at the heart of the Paris Agreement and the achievement of long-term sustainable development goals (SDGs). From planning to implementation of the NDCs and SDGs, youth have a critical role to play as active agents of change. Recognizing the transformative role of youth, the PCCB in collaboration with the PCCB Network, through the second side event of the series 'You(th) in capacity-building' at the UNFCCC climate week in the Asia-Pacific region in 2021 on July 6th, provided a platform for regional dialogue to explore the role of youth, and enhance youth engagement in the NDC processes in developing countries and how to better align these processes with existing national development plans. The side-event featured a panel discussion, where members of the PCCB Network and youth ambassadors from the region had the opportunity to share their experiences and exchange knowledge and best practices of their work related to NDC implementation in coherence with national development plans.

Africa Climate Week: The role of youth in building capacities to support the coherent implementation of the nationally determined contributions and national development plans.

Recognizing the transformative role of youth, the third edition of the "You(th) in Capacity-building" series at the Africa Climate Week, provided a platform for regional dialogue to promote effective resilience-building amongst young people at local, national, and regional levels in Africa, as well as the role of African youth in building community resilience to climate change impacts through capacity-building. The dialogue focused on the role of youth and their capacities in enhancing resilience for Nationally Determined Contributions (NDCs) implementation and national development plans. This side-event was organized by the PCCB in collaboration with the PCCB Network at the Virtual Thematic Sessions of Africa Climate Week on 29th September 2021. Members of the PCCB Network and youth ambassadors from Africa had the chance to share their experiences and exchange knowledge and best practices of their work with regards to capacity-building and enhancing resilience for NDC implementation and national development plans.

Middle East and North Africa Climate Week: The Role of Youth and Their Capacities in Enhancing Resilience for Nationally Determined Contribution Implementation and National Development Plans

Recognizing the transformative role of youth, the Paris Committee on Capacity Building (PCCB) in collaboration with the PCCB Network facilitated an event through the “You(th) in capacity-building” side event at the UNFCCC climate week in the MENA region in 2022. This event provided a platform for regional dialogue to promote effective resilience building amongst young people at local, national, and regional levels in the MENA region. It also explored and promoted the role of MENA youth in building community resilience to climate change impacts through capacity-building.

This event was held as part of the MENA Climate Week series. It took place on 31 March, 2022 from 12:45-13:45 GST. The event was held in person at the Atlantis hotel on The Palm in Dubai, UAE, in Spice A – Room B, Davos 6.

Capacity-building Knowledge to Action Days

The Capacity-building Knowledge to Action Days event series were held at the 2019-2020 Regional Climate Weeks in Latin America & the Caribbean, in the Asia-Pacific and in Africa, as well as at COP 25, They aimed at identifying context-driven responses to capacity gaps and needs at the local and national level.

Universities and research institutions in developing countries (including the least developed countries) have a central role to play in the preparation and implementation of NAPs and NDCs.

These events provided spaces where such institutions could interact and exchange experiences on addressing capacity-building gaps and needs, with relevant stakeholders involved in the preparation and implementation of NAPs and NDCs with a view to accelerating climate action and increasing climate ambition.
