Strategic workstream (c) of the five-year workplan of the Executive Committee is to enhance cooperation and facilitation in relation to comprehensive risk management (CRM) approaches (including assessment, reduction, transfer and retention). This enhanced cooperation and facilitation aims at addressing and building long-term resilience of countries, vulnerable populations and communities to loss and damage, including in relation to extreme and slow onset events, inter alia, through:
- Emergency preparedness, including early warning systems;
- Measures to enhance recovery and rehabilitation and build back/forward better;
- Social protection instruments, including social safety nets; and
- Transformational approaches.
Work facilitated by the Executive Committee in this workstream include:
- The Fiji Clearing House for Risk Transfer that serves as a repository for information on insurance and risk transfer, in order to facilitate the efforts of Parties to develop and implement comprehensive risk management strategies.
- Enhancing the knowledge and understanding of comprehensive risk management approaches, including issues related to finance, data, technology, regulatory environments and capacity-building:
- 2019 Compendium of comprehensive risk management approaches described using 349 case studies and technical reports from across five geographical regions, of which 37 are presented in the compendium.
- The policy brief on technologies for averting, minimizing and addressing loss and damage in coastal zones, developed in collaboration with the Technology Executive Committee.
- The technical expert group with a plan of action on observation and risks assessments, risk profile and various approaches.
