The PCCB Network is envisioned as a voluntary association of interested stakeholders engaged in climate-related capacity-building who can share information on good practices of their work, contribute to the work of PCCB in fulfilling its mandate, and seek to connect with their peers across sectors and regions. The goal of the PCCB Network is to foster synergies and enhance coherence and coordination in capacity-building efforts for climate action. Activities of the PCCB Network will align with the PCCB’s work areas:

  1. Coherence and coordination on capacity-building under and outside the Convention
  2. Identifying capacity gaps and needs in climate change related capacity-building
  3. Awareness-raising, communications and stakeholder engagement on climate change related capacity-building

In the spirit of partnership, the PCCB seeks to engage initiatives and entities at local, national, regional, and global levels in the PCCB Network to support capacity-building efforts for greater climate action. Besides leading the Network’s annual core activities and engaging in additional activities to varying degrees, the PCCB seeks to encourage synergetic and collective efforts among members by:

  • • Connecting actors on a regional/thematic basis to enable capacity-building activities: through facilitating collaboration opportunities between members with help of PCCB platforms and related events
  • • Hosting and organizing knowledge exchange events: through the Capacity-building Hub, events in UNFCCC Regional Climate Weeks, and other collaborative platforms
  • • Gathering and disseminating information: through the Capacity-building portal, social media, newsletter, and other online publications/platforms.

 

In addition,

  • • All members will receive periodic newsletters including a calendar of capacity-building events, and information on current and upcoming activities undertaken by Network members.
  • • Members have the opportunity to take part in the exchange of expert knowledge and advice with the PCCB and other Network members. The PCCB will draw expertise from the Network to support its work, as appropriate.
  • • Members will be provided with an exclusive space for networking at the UN Climate Change Conferences in Bonn and UNFCCC COPs.

 

Participation in the PCCB Network comes in various forms, utilizing members’ unique expertise and resources. The contribution of members to the Network may vary from providing updated information and outreach material on a regular basis, to involvement in the Network’s activities in the margin of international, regional, and national climate events or conferences.

Each year, the PCCB, in consultation with Network members, will carry out a set of ‘core activities’ under the umbrella of Network. Annual core activities are mainly focused on the establishment and operationalization of the PCCB Network and include:

  • • Inaugural meeting of the PCCB Network meeting
  • • PCCB Network webinars on topics pertinent to climate-related capacity-building efforts
  • • Periodic newsletters, informational and promotional materials

 

Moreover, Network members are encouraged and welcome to propose additional activities they would like to see implemented under the umbrella of the PCCB Network for consideration by the PCCB. Whether it is an event, an online training course, a technical workshop, a discussion paper, a pilot project, a technical tool or a brainstorming session, the Network strives to be a leveraging platform for members to connect, form effective partnerships, benefit from each other’s expertise and resources, and boost the impact and reach of their work. The PCCB Network is a work in progress, striving to be a fit-for-purpose platform to enhance climate action for capacity-building in a holistic and systematic way, through the active participation of its members. The development of the Network, therefore, follows a flexible milestone-approach to remain relevant to the current and emerging capacity-building needs and gaps of countries and other actors.

At COP25, the PCCB presented the concept of the Network during a PCCB Network Consultation meeting at the 2nd Capacity-building Hub. On the basis of the feedback gathered during the consultation, the PCCB agreed to launch a one-year pilot phase for the implementation of the network, starting with an open call for registration in March 2020. At its fourth annual meeting, held virtually in June 2020, the PCCB agreed to extend the the PCCB Network pilot phase until the end of 2021, and adjust the timeline of activities accordingly.

The Network will continue to evolve through inclusive processes of consultation and mutual learning. An evaluation of the pilot-phase is set to take place in the first quarter of 2022, and feed into the work of the PCCB and the Network for the way forward.
