COP 251

Agenda item 8. Matters relating to finance:

  (a) Long term climate finance2

     1. COP 20 requested the secretariat to organize annual in-session workshops through to 2020 and to prepare a summary report on the workshops for annual consideration by the COP and at the biennial high-level ministerial dialogue on climate finance.3

     2. An in-session workshop on long-term climate finance was organized in conjunction with SB 50 in June 2019. The secretariat prepared a summary report on the workshop for consideration by the COP. The COP will be invited to consider the summary report on the workshop and the summary of the deliberations of the third high-level ministerial dialogue on climate finance and to take any action it deems appropriate.

  (b) Matters relating to the Standing Committee on Finance4

       1. COP 17 decided that the SCF shall report at each ordinary session of the COP and make recommendations for consideration by the COP on all aspects of its work.5 COP 23 decided that the COP would agree on the timeline for the second review of the functions of the SCF at COP 25 at the latest. COP 24 requested the SCF to report to COP 25 on progress in implementing its workplan.6 At the COP 25, the COP will be invited to consider the report of the SCF and to take any action it deems appropriate.

  (c) Report of the Green Climate Fund to the Conference of the Parties and guidance to the Green Climate Fund7

     1. The COP will be invited to provide guidance to the GCF on policies, programme priorities and eligibility criteria, taking into consideration the reports of the GCF and the SCF as well as the annual report to the COP on the operation of the registry of nationally appropriate mitigation actions.

  (d) Report of the Global Environmental Facility to the Conference of the Parties and guidance to the Global Environmental Facility8

    1. The COP will be invited to provide guidance to the GEF on policies, programmes priorities and eligibility criteria taking into consideration the reports of the GEF and SCF as well as the annual report to the COP on the operation of the registry of nationally appropriate mitigation actions.

Note: On 21 November 2019, the secretariat received a request from Egypt on behalf of the African Group to include an item on the provisional agenda for the twenty-fifth session of the Conference of the Parties (COP), this item is included on the supplementary provisional agenda as item 8(d): Clarification of the status of the provision of privileges and immunities to the Green Climate Fund.9


CMA 2

Agenda item 7. Matters relating to finance:

  (a) Matters relating to the Standing Committee on Finance

     1. CMA 1 requested the SCF to prepare draft guidance to the GEF and GCF, and on the LDCF and the SCCF for consideration and adoption by CMA 2.10 The CMA will be invited to consider the draft guidance prepared by the SCF and take any action it deems necessary.

  (b) Guidance to the Green Climate Fund

     1. The CMA will be invited to provide guidance to the GCF on policies, programme priorities and eligibility criteria.

  (c) Guidance to the Global Environmental Facility

     1. The CMA will be invited to provide guidance to the GEF on policies, programme priorities and eligibility criteria.

  (d) Matters relating to the Adaptation Fund11

       1. CMA 1.3 invited the CMP to request the AFB to consider the rules of procedure of the Board, the arrangements of the Adaptation Fund with respect to the Paris Agreement and the implications of the Adaptation Fund receiving the share of proceeds from the activities under Articles 6, 12 and 17 of the Kyoto Protocol when the Adaptation Fund serves the Paris Agreement; with a view to forwarding recommendations to CMA 2.12

      2. The CMA will be invited to consider the recommendations of the CMP and take any action it deems appropriate.


CMP 15

Agenda item 7. Matters relating to the Adaptation Fund

      1. The CMP will be invited to consider the report of the AFB, to provide guidance to it and to take any action it deems appropriate. The CMP will also be invited to consider the recommendations of the SBI and to take any action it deems appropriate. The CMP will further be invited to elect members and alternate members of the AFB.


SBI 51

Agenda item 4. Reporting from Parties not included in Annex I to the Convention:

  (c) Provision of financial and technical support

This agenda item generally takes note of:

     1. Information provided by the GEF in its annual report to the COP on the financial support requested, approved and provided for the preparation of national communications and biennial update reports and the operation of the Capacity-building Initiative on Transparency (CBIT);

     2. Statistics on national communications and biennial update reports submitted by developing countries;

     3. Technical support rendered by the secretariat in response to requests from developing country Parties.

Parties have not been able to agree on substantive conclusions since SBI 47. The provision of financial and technical support for preparation and submission of NCs and BURs by developing countries is a key issue for some developing country Parties as they continue to face difficulties either in accessing the required funds or the insufficiency of funds provided for the preparation of NCs and BURs.

The SBI Chair continues to engage bilaterally with groups of Parties to seek a possible way forward.

Agenda item 14. Matters relating to Adaptation Fund: membership of the Adaptation Fund Board

     1. The CMP requested the AFB to consider the rules of procedure of the Board, the arrangements of the Adaptation Fund with respect to the Paris Agreement and any other matter so as to ensure the Adaptation Fund serves the Paris Agreement smoothly; to consider the implications of the Adaptation Fund receiving the share of proceeds from the activities under Articles 6, 12 and 17 of the Kyoto Protocol when the Adaptation Fund serves the Paris Agreement; and to make recommendations to the CMP 15 with a view to recommendations being forwarded to CMA 2.

     2. At SBI 50, the consultations did not result in any conclusions, and, in accordance with rules 10(c) and 16 of the draft rules of procedure being applied, the matter will be included on the provisional agenda for SBI 51.13 The SBI will be invited to continue its consideration on this matter and to forward a recommendation thereon for consideration and adoption at CMP 15 (December 2019).


SBSTA 51

Agenda item 11. Methodological issues under the Paris Agreement:

  (c) Common tabular formats (CTF) for the electronic reporting of the information on financial, technology development and transfer and capacity-building support provided and mobilized, as well 
as support needed and received, under Articles 9-11 of the Paris Agreement

      1. Parties will continue discussions on the basis of the informal note by the co-facilitators14 from the SBSTA 50 and building on the views of Parties submitted prior to the SBSTA 51. The objective for SBSTA 51 is to make progress in development of the CTF tables and capture the substantive outcome in an updated informal note by the co-facilitators.

      2. The SBSTA will be invited to continue its consideration on this agenda item, with a view to advancing the work at the session, to completing it on time and to making a recommendation thereon for consideration and adoption at CMA 3.
