ASEG- Membership

The terms of reference of the action and support Expert Group (ASEG) were adopted at ExCom 12 (October 2020).  The Executive Committee launched ASEG, comprising 10 to 18 technical experts and representatives of constituted bodies, in 2020.

Mark BYNOE

Caribbean Community Climate Change Centre (CCCCC)

Mark Bynoe served as the Inaugural Director for Guyana at the Department of Energy in the Ministry of the Presidency from 2018 to 2020. His areas of expertise include climate finance, resource economics, economics of climate change, and SIDS. Previously, he served as the Assistant Executive Director for the Caribbean Community Climate Change Centre (CCCCC) and prior to that as a Senior Environmental Economist at CCCCC.

Malvern CHIRUME

African Risk Capacity Insurance Company Limited

Malvern Chirume is the Chief Underwriting Officer at the African Risk Capacity Insurance CompanyLimited (ARC Ltd) where he is involved in efforts to mobilize premium to assist vulnerable countries in coping with climate change. He is a Fellow with the Institute of Chartered Accountants of Zimbabwe and England and Wales and a Member of the Institute of Risk Management South Africa. Previously, he worked as the Chief Risk Officer at FEM and as an Independent Consultant for various London market insurers.

 

Elizabeth EMANUEL

Caribbean Catastrophe Risk Insurance Facility (CCRIF)

Elizabeth Emanuel is an International Development Consultant at the Caribbean Catastrophe Risk Insurance Facility (CCRIF). She has over 20 years of experience, with a focus on public policy, development planning, environmental management, climate change adaptation, sustainable development planning, environmental education and communication, and project management. Previously, she served as a Programme Director for Vision 2030 Jamaica at the Planning Institute of Jamaica.

Nisha KRISHNAN

World Resources Institute (WRI)

Nisha Krishnan is the Senior Climate Finance Associate at the World Resources Institute. Her areas of expertise include climate risk mainstreaming in public and private institutions, climate finance policy and international financial institutions, adaptation finance, finance accountability, finance devolution and decentralization and locally-led adaptation, climate finance and financial technologies, as well as capacity building. Previously, she worked at the Global Commission on Adaptation, at the Robert Strauss Center for International Security and Law, at ICF International, and at Resources for the Future.

Nicolina LAMHAUGE

Organization for Economic Co-operation and Development (OECD)

Nicolina Lamhauge works as a Policy Analyst and Project Manager for climate change and development at the Organization for Economic Co-operation and Development (OECD). Her areas of expertise include climate change adaptation and development, and climate change policy. Previously, she worked as a Programme Officer at the United Nations Secretary-General’s Climate Change Office in New York and prior to that as a Policy Analyst for climate change adaptation at the OECD.

Laila MIKOU

CDG Capital

Laila Mikou works as the Sustainable Development Director at CDG Capital and is a GCF Focal Point of CDG Capital. Her areas of expertise include adaptation and mitigation. Previously, she served as the Investment Director at CDG Capital Private Equity and prior to that as a Project Manager at General Electric.

Daniel OSGOOD

International Research Institute for Climate and Society (IRI), Columbia University

Daniel Edward Osgood leads the Financial Instruments Sector Team at the International Research Institute for Climate and Society (IRI) at Columbia University. His areas of expertise include index insurance, forecasts, finance, triggers, and actions. Previously, he worked as an Assistant Professor and Assistant Specialist for Agriculture and Resource Economics at the University of Arizona.

Ayaz PARVEZ

World Bank

Ayaz Parvez serves as the Lead Disaster Risk Management Specialist in the World Bank’s Global Facility for Disaster Reduction and Recovery (GFDRR). He specializes in design and implementation of both disaster and crisis recovery projects, design of disaster risk reduction initiatives including in FCV settings, the conduct of post-disaster and post-crisis needs assessments and programmatic recovery frameworks, and disaster-conflict nexus situations. Previously, he worked as a Senior Disaster Risk Management Specialist within the Africa Region DRM Team of the World Bank.

Emmanuel SECK

Environnement et Developpement du Tiers Monde

Emmanuel Seck works as Programme Manager at the Environnement et Developpement du Tiers Monde. He is a Board Member of the Global Network for Disaster Reduction where he serves as a Regional Representative of West and Central Africa. He has been engaged at the national, regional, and international levels in the intergovernmental processes of the United Nations Framework Convention on Climate Change (UNFCCC), the United Nations Convention to Combat Desertification (UNCCD) and the Sendai Framework.

Simon YOUNG

Willis Towers Watson’s Climate and Resilience Hub

Simon Young is the Senior Director for the Climate and Resilience Hub at Willis Towers Watson. His areas of expertise include weather and climate risk modelling, development and implementation of innovative insurance solutions for managing and financing climate risk, risk financing applications for ecosystem resilience and biodiversity conservation. Previously, he has worked as an international risk management Consultant, as the CEO of Caribbean Risk Managers Ltd., and as the Founding CEO of the African Risk Capacity’s insurance Company Ltd.

Rajiv GARG

UNFCCC Climate Technology Centre and Network

Rajiv Garg works as a Regional Manager in the United Nations Framework Convention on Climate Change’s (UNFCCC) Climate Technology Centre and Network (CTCN) and as a Programme Management Officer at the United Nations Environment Programme (UNEP). He has over 26 years of experience and expertise on issues related to climate technologies in developing countries. Previously, he served as an Energy Economist in the Bureau of Energy Efficiency at the Ministry of Power, in the Government of India.

Mahawan KARUNIASA

UNFCCC Paris Committee on Capacity-building

Mahawan Karuniasa currently works as a Lecturer at the School of Environmental Science at the University of Indonesia. He is the Chairman of the Indonesia Expert Network on Climate Change and Forestry and is a Member of the Paris Committee on Capacity-building where he represents the Asia-Pacific region. He has 30 years of experience in forestry, environment, climate change and sustainable development and has worked with the government, private sector, and communities, as well as with various international and national institutions.

 

Diann Black LAYNE

UNFCCC Standing Committee on Finance

Diann Black-Layne is the current Director of the Department of the Environment in the Government of Antigua and Barbuda. With over 20 years of experience in the field of environmental management, she has worked on protected areas, development of legislation and policy, preparing project documents and seeking international funding as well as designing national financial mechanisms for environmental management in SIDS. Previously, she has served as the first Co-chair of the Standing Committee on Finance and also served on the transitional Committee for the Green Climate Fund. In 2008, she was appointed the Lead Negotiator in MEAs for Antigua and Barbuda, as well as the Ambassador and Lead Negotiator for climate change.

 

Monique MOTTY

UNFCCC Technology Executive Committee

Monique Motty represents the African Group on the Technology Executive Committee (TEC). In addition to being a Member of the Innovation and Stakeholder Engagement Taskforces, she is a Co-focal Point for gender mainstreaming across TEC activities. Her areas of expertise include climate technology, clean energy, and green finance. Previously, she served as a Regional Climate Change and Green Growth Expert for Central Africa at the African Development Bank (AfDB) and as a Climate Technology Specialist and Capacity Building Coordinator for West and Central Africa at the Climate Technology Center and Network (CTCN).

Le-Anne Roper serves as the Senior Technical Officer (Adaptation) in the Climate Change Division at the Ministry of Housing, Urban Renewal, Environment and Climate Change (MHURECC) in Jamaica. Her areas of expertise include policy support, project development and monitoring, stakeholder facilitation and engagement. Previously, she served as the Sustainable Development Officer in the Planning Institute of Jamaica.
