Bonn Climate Change Conference - August 2009

The Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP) and the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA) held intersessional informal consultations from 10 to 14 August 2009. The meetings took place at the Hotel Maritim in Bonn, Germany.

The AWG-LCA had before it a revised negotiating text, resulting from its sixth session in Bonn in June, which is contained in document FCCC/AWGLCA/2009/INF.1

The AWG-KP had before it documentation to facilitate negotiations among Parties, building upon the work of the AWG-KP at its eighth session.

Briefing the media on the last day of the informal consultations in Bonn, UNFCCC Executive Secretary Yvo de Boer said that while selective progress had been made to consolidate the huge texts on the table, "at this rate, we will not make it."

Negotiations needed to move much faster to deliver strong outcomes on areas such as adaptation, technology and building skills in developing nations, he said. Governments needed to buckle down and concretely identify how to achieve this.

He spoke of increasing momentum at a high political level for a strong result in Copenhagen, including the G8 and Major Economies Forum. However, a concerted response to climate change was essential to meet the concerns of developing countries.

Mr. de Boer stressed that "a climate deal in Copenhagen this year is an unequivocal requirement to stop climate change from slipping out of control."

The Secretary-General\'s Climate Change Summit to be held in New York on 22 September presents an opportunity for world leaders to provide clear political guidance.
