Paul Herbert Oquist Kelley
1943 – 2021
Paul Oquist was a member of the Standing Committee on Finance since its inception in 2012 representing the Latin American and Caribbean Group. In 2014, he was named by the SCF as the representative of developing countries at the UNFCCC Interim Executive Committee of the Warsaw International Mechanism on Loss and Damage, and ever since, has been the focal point for the SCF on Loss and Damage. Paul was instrumental in the formation and establishment of the Green Climate Fund and was a member of the GCF Board from 2016–2018.
His passing is a tremendous loss for the Committee and the UNFCCC process at large.
