The PCCB Network Newsletter is published bi-monthly and seen as an effective means of communication among members of the PCCB Network to share and receive updates on capacity-building efforts.

Capacity-building Needs and Gaps in the Private Sector to Implement the Paris Agreement Goals in the Latin American and Caribbean Region (LAC)

Building on the findings of the Capacity-building Knowledge to Action Day during the LACCW, IDRC and UNFCCC agreed to join forces to undertake a preliminary study to map out what type of capacity-building is required by the private sector to help address the capacity-building needs and gaps experienced by LAC countries in the implementation of the Paris Agreement, particularly regarding adaptation and resilience to climate change. The lessons learned from this preliminary mapping study will form the basis of the design and scope for the next phase of this work, and importantly will also help to initiate similar exercises in other regions, specifically Africa, and Asia and Pacific regions.

Communication Toolkit for the 2019 IPCC’s Special Reports

CDKN has produced three regional reports to distil the key messages of the IPCC’s Special Reports in 2019. Alongside these reports, CDKN presents a ‘communications toolkit’: a bundle of resources available for education and outreach purposes to encourage and enable a wider public understanding of the latest science.

These toolkits empower practitioners to communicate on the latest science in a way that is accessible and relevant to key actors, and are accompanied by CDKN publications that tailor the information found in both Special Reports to the specific contexts of Africa, Latin America and South Asia.

Global Database of National GHG Inventory (GHGI) Capacity in Developing Countries

GHGI Capacity represents the evolving capacity of developing countries to prepare national GHGIs under the United Nations Framework Convention on Climate Change(UNFCCC). It is calculated by the sum of three weighted dimensions of nine indicators, and can provide useful inputs to understand where and in which dimensions additional improvements may be needed. Moreover, it provides insights on the type of capacity-building efforts in a country that may be more effective to realize the UNFCCC reporting requirements, including under the Paris Agreement’s Enhanced Transparency Framework (ETF).

Guide to the Paris Agreement

UNEP DTU Partnership and the European Capacity Building Initiative (ecbi) recently produced a pocket guide to nationally determined contributions (NDCs). The Guide explains the provisions of the Paris Agreement adopted in 2015, and of the Katowice rulebook adopted in 2018. The guide was launch during a virtual event on 6 October 2020 that touched upon experiences in updating and the revision of NDCs.

Sustainable Scotland Network Strategy: a capacity-building approach

Edinburgh Centre for Carbon Innovation (ECCI) published its 2020-2024 strategy for Sustainable Scotland Network. With a great focus on capacity-building activities, this network will support Scotland’s public sector to achieve its climate change targets, while securing a green recovery from COVID-19 and demonstrating leadership in the just transition towards net zero emissions and sustainability. The strategy outlines activities such as ongoing information exchange, peer support, and sharing of ideas and best practice between public sector bodies.

Quick guide to the national forest monitoring system assessment tool

The national forest monitoring system (NFMS) assessment tool has been developed under the project “Building global capacity to increase transparency in the forest sector (CBIT-Forest)”, implemented by FAO. The tool aims to assist countries in carrying out a comprehensive capacity assessment of forest monitoring across three complementary themes– institutional arrangements, measurement and estimation, and reporting and verification. The Excel-based NFMS assessment tool is available in English, French or Spanish. It is free and open to all interested stakeholders, and is accompanied by a guidance document with clear step-by-step illustrations.

SLYCAN Trust hosts Dialogue on Climate Change, Resilience and Just Recovery in Agriculture, Biodiversity and Forestry Sectors

Last month, SLYCAN Trust organized an interactive stakeholder dialogue with the participation of national and international stakeholders focusing on capacity-building on NDCs and scaling up gender-responsive and inclusive climate action while taking into consideration COVID-19 implications. The dialogue focused on building capacities to connect actions in the sectors of agriculture, forestry, and biodiversity to climate-related processes, resilience, gender, and sustainable development, making use of strong synergies and co-benefits.

Information note: Legal assessment to set up and operationalize a National Forest Monitoring System 

According with the voluntary guidelines on national forest monitoring, a long-term structure implemented through a permanent institution is at the basis for institutionalizing a NFMS. Efforts should be made to build on existing national institutions and existing national capacities, while keeping in mind that long-term and secured adequate funding is required. To achieve that, defining a legal basis may contribute to the sustainability of an NFMS.

The “PCCB toolkit to assess capacity-building gaps and needs to implement the Paris Agreement” was created by the PCCB in response to a recommendation from a 2019 UNFCCC technical paper. The toolkit draws upon the capacity assessment work of development agencies and international experts, and it includes case studies from several countries presenting methods to identify and address capacity needs and gaps. The hands-on examples, best practices, tools, and clear policy options presented by the toolkit seek to help officials in implementing effective nationally determined contributions (NDCs) tailored to their country’s circumstances, ultimately helping to reach the goals of the Paris Agreement.

Youth Engagement in Sri Lanka's Food Systems: Findings From the National and Provincial Level
 
As part of an independent dialogue and capacity-building series on youth engagement for climate action and resilient food systems, SLYCAN Trust has developed and published a knowledge product on findings from the national and provincial level in Sri Lanka. Food systems form complex webs of food production, including supply and value chain activities that are crucial for food security, health, wellbeing, and livelihoods of people across the globe. Youth are a key stakeholder group who rely upon the sustainability and stability of food systems for their health, wellbeing, nutrition, development, and livelihoods while also having the potential to engage and facilitate food system transformation. Through a number of sessions covering all nine provinces of Sri Lanka, SLYCAN Trust engaged youth and youth organizations to build their capacities on linking food systems and climate action and collect findings on challenges, opportunities, and needs for enhancement.

At a Glance: Two Years of CBIT-Forest Capacity-building, Knowledge-sharing and Awareness-raising Activities

The project “Building global capacity to increase transparency in the forest sector (CBIT-Forest)” was developed to increase the institutional and technical capacities of developing countries to meet the requirements outlined in the Enhanced Transparency Framework (ETF) of the Paris Agreement.

Funded by the Global Environment Facility (GEF) and led by the Food and Agriculture Organization of the United Nations (FAO), CBIT-Forest has supported global, regional and national activities related to forest data collection, analysis, and dissemination. Through these actions, the project has sought to boost institutional and technical capacities directly in 49 target countries and more broadly in another 187 that are part of the global network of National Correspondents for the Global Forest Resources Assessment (FRA). The project’s seven pilot countries include Brazil, Côte d’Ivoire, Guatemala, Honduras, Lao PDR, Thailand, and Uganda.

ARA Evidence Review 2: Good Practices for Adaptation Action Research
 
This report showcases evidence of adaptation research in practice while offering preliminary insights into how certain principles emerge and interact in particular contexts. The findings are based on an analysis of 20 projects and initiatives which have – intentionally or not – incorporated these principles into some elements of their work on adaptation. The projects that were scrutinised predominantly have a focus on research outcomes, while others are action projects that have a complementary or aligned research component. Directed by a set of indicators, the analysis is aimed to generate a better understanding of how the principles can be operationalized in different ways. This should enable funders, actors and scholars to integrate the principles into their work by learning from existing projects and experiences.
