The work of the Subsidiary Body for Implementation (SBI) is at the core of all issues related to the implementation of the Convention, the Kyoto Protocol and the Paris Agreement. Its agenda is shaped around transparency, mitigation, adaptation, finance, technology and capacity-building.

The focus of SBI is on finding the best way for Parties to provide relevant guidance on stronger action on the ground while making the best use of the increasing role of the specialized bodies and institutions that have been created under the UNFCCC in the past 10 years to deal with the relevant issues. Marianne Karlsen, Chair of the SBI

Marianne Karlsen (Norway), elected Chair of the SBI at COP 25 in Madrid, and re-elected at COP26, brings with her 20 years of experience in the public sector. In the UNFCCC process she has been Co-Chair of the Adaptation Committee and lead negotiator on mitigation, adaptation and loss and damage.

Mother of two, Marianne is very engaged in showing them the importance of addressing climate change through everyday sustainable actions they can take. She charges her batteries in the Norwegian mountains, where she enjoys Nordic skiing.

Main work of the SBI in 2022

While the COVID-19 crisis continues to require efforts of governments and other stakeholders to ensure people’s health and well-being, the urgency of addressing climate change remains.

Despite the challenges and uncertainties during the Covid-19 pandemic, momentum in the UNFCCC process was maintained, culminating in an in-person SB session in Glasgow in November 2021. The Chair of the SBI and the Chair of the SBSTA, Mr. Tosi Mpanu Mpanu, helped to maximize progress and minimize delays in the work of their bodies by hosting a series of technical events and consultations.

In 2022, the SBI will continue to contribute to a robust framework for implementation of the Convention, the Kyoto Protocol and the Paris Agreement. Advancing work under the SBI prior to the June 2022 session is crucial to an ambitious and successful outcome of COP 27. The current workload of the SBI and the importance of all aspects of its work cannot be overstated, as visible from the list of mandates. The SBI will need to work on all issues that were to be addressed in 2022.

The Bureau has requested the presiding officers to make available a plan of upcoming activities in preparation for a successful SB 56 in June 2022 and COP 27 in November 2022. Following this guidance, the SBI Chair is will convene a series of activities, with more information being posted when it becomes available.
