The KCI which was established at COP 24 , had its first  meeting in June 2019, wherein the members agreed on its Rules of Procedure  which helped to operationalize the KCI. At its second meeting held in November 2019, the KCI  exchanged views on lessons learned and best practices on analysis and assessment of positive and negative impacts of the implementation of response measures by Parties and reported it  to the forum in accordance with 7/CMA.1 . The KCI also completed its annual report for 2019 contains information derived from the outcomes of the 1 st and 2 nd meetings of the KCI from 1 January to 30 November 2019.

2018

3^rd December-14^th December 2018, Katowice

The COP concluded the review of the functions, work programme and the modalities of the improved forum as mandated. COP 24 also adopted the functions, work programme and modalities of the forum under Paris Agreement. It was also agreed that there is one single forum of response measures that reports to and undertakes work of all the three supreme bodies-COP/CMP and CMA. The Katowice Committee of Experts was established to support the technical work of the forum. Four areas of workprogramme was agreed with a six-year-old workplan to be developed at SB50.

4–9 September 2018

The subsidiary body sessions was organized to advance work on the Paris agreement work programme items and to forward the outcomes to the Conference of the Parties (COP) at its twenty-fourth session (December 2018). At this session, the draft CMA adopting decision containing draft elements of the modalities, work programme and functions of the forum on the impact of the implementation of response measures under the Paris Agreement was negotiated.

30 April to 10 May 2018

At this session, an in-forum training workshop on the use of economic modelling tools related to the areas of the work programme took place from 30 Apr 2018 - 01 May 2018. The SBSTA and the SBI agreed on the scope of the review of the improved forum which were to take place at COP 24.

An informal document was prepared by the Chairs containing the draft elements of the modalities, work programme and functions of the forum on the impact of the implementation of response measures under the Paris Agreement.

6–15 November 2017, Bonn

The subsidiary bodies invited the secretariat to collaborate with relevant intergovernmental and international organizations to raise awareness and enhance capacity-building on the impacts of implementation of response measures. They requested the secretariat to organize a two-day training workshop on use of economic modelling tools related to the areas of the work programme of the improved forum. On the second agenda under response measures, the subsidiary bodies requested the co-chairs to prepare an informal document containing draft elements on the modalities, work programme and functions of the forum on the impact of the implementation of response measures.

8–18 May 2017, Bonn

The meeting of the ad hoc technical expert group (TEG) on response measures was held on 9 and 10 May 2017 in Bonn, Germany. The discussion took place with a view to further elaborating the technical work on the areas of the work programme on the impact of the implementation of response measures, in the context of sustainable development.

The subsidiary bodies invited Parties and observers to submit, their views on aspects related to economic diversification and transformation and just transition of the workforce and the creation of jobs in the context of sustainable development.

7–14 November 2016, Marrakech

The subsidiary bodies held an in-forum discussion and agreed to advance the technical work on the impact of the implementation of response measures by constituting an ad hoc technical expert group (TEG). This ad-hoc TEG would meet in-session during the forty-sixth sessions of the subsidiary bodies (May 2017) and should elaborate on the technical work on the areas of the work programme.

16-26 May, Bonn

The subsidiary bodies convened the first meeting of the improved forum on the impact of the implementation of response measures and agreed to implement a three year work programme.

30 November - 11 December, Paris

COP 21 with its decision 11/CP.21, decided to continue and improve the forum on the impact of the implementation of response measures, which shall provide a platform allowing Parties to share, in an interactive manner, information, experiences, case studies, best practices and views, and to facilitate assessment and analysis of the impact of the implementation of response measures, with a view to recommending specific actions.

The Paris Agreement further decided that the Forum on the Impact of the Implementation of response measures, under the subsidiary bodies, shall continue, and shall serve the Agreement.

1 - 12 December, Lima

At SB 41, Parties will continue discussions on how to take the way forward. In preparation for these sessions, Parties made submissions of proposals, contained in the reports of SB 40 which will be accessible here once they are published. Parties also requested the secretariat to prepare a technical paper on the areas of convergence related to cooperation, as well as a synthesis paper, both based on the reports of the forum, the submissions, presentations and statements made and the review of the work of the forum.

4 - 15 June, Bonn (SB 40)

At SB 40, Parties had very fruitful discussions on the conclusion of the review of the work of the forum on the impact of the implementation of response measures, and made submissions of proposals regarding a draft decision to take the work forward.

11 - 22 November, Warsaw (SB 39)

At SB 39, Parties engaged in active discussions on the review and the need for continuation of the forum on the impact of the implementation of response measures. Since Parties did not reach conclusions on this matter, based on a statement made by the representative of Fiji on behalf of the G77 and China and in view of the outcome of the discussions (FCCC/CP/2013/L.14), the COP decided to include this item on the provisional agendas of SBSTA 40 and SBI 40.

3 - 14 June, Bonn (SB 38)

At SB 38, Parties continued the implementation of the work programme under the joint SBI & SBSTA forum on the impact of the implementation of response measures as per schedule with in-forum workshops, expert meeting and discussion, detailed information is available here.

26 November- 7 December, Doha (SB 37)

At the 37th meeting of the subdsiary bodies, Parties started the operationalization of the work programme with 4 planned activities, including in-forum workshops and an in-forum dicussion session.

14 - 25 May, Bonn (SB 36)

As per Decision 8/CP.17, the Chairs of the SBSTA & SBI convened the joint forum on the Impact of the implementation of response measures and in Bonn Parties agreed on the activities to be performed under each of the eight areas of the work programme between SB 37 and SB 39.

28 November - 9 December, Durban

At COP 17, Parties adopted a work programme with the objective of improving the understanding of the impact of the implementation of response measures in eight distinct areas (overview below). In addition, the COP decided to establish the forum on the impact of the implementation of response measures mandated to meet twice a year under a joint agenda item of the subsidiary bodies. The subsidiary bodies have a mandate to review at SB 39 the work of the forum including the need for its continuation, with a view to providing recommendations to the COP 19. Thus, the forum consolidates all progressive discussions related to response measures under the Convention and the Kyoto Protocol

Under the Convention

Economic and social consequences of response measures

At AWG-LCA 14, part IV, Parties met in an informal group. Submissions made during the session are contained in CRP. 37/Add.1. Further work under-taken in the informal group is reflected in CRP.39. Following further work in an informal drafting group under the COP, Parties agreed on a draft decision (pages 15-16), which recognizes the establishment of the forum and the adoption of the work programme on the impact of the implementation of response measures, consolidating related issues. This decision was adopted by the COP.

Forum on the impact of the implementation of response measures

At SB 35, the SB Chairs convened again the Joint SBI/SBSTA forum, continuing consideration of elements for a work programme and a possible forum on the impact of the implementation of response measures to be adopted at COP17. In addition, a special event in the context of the Joint SBI/SBSTA forum was held on 1 December. As Parties were not able to conclude on their work, the issue was forwarded to the COP President for further consideration and finalization. The COP President requested the SB Chairs to continue consultations which ended in a decision on the forum and the work programme on the impact of the implementation of response measures, consolidating related issues. This decision was adopted by the COP.

Progress on the implementation of decision 1/CP.10 (Response measures)

At SB 35, Parties considered the report of the workshop on promoting risk management approaches on the specific needs and concerns of developing country Parties arising from the impact of the implementation of response measures.

Under the Kyoto Protocol

Consideration of information on potential environmental, Economic and social consequences, including spillover effects, of tools, policies, measures and methodologies available to Annex I Parties.

At AWG-KP 16, part IV, Parties agreed on a draft decision which recognizes the establishment of the forum and the adoption of the work programme on the impact of the implementation of response measures, consolidating related issues. This decision was adopted by the CMP.

Matters relating to Articles 2.3 and 3.14 of the Kyoto Protocol

At SB 35, Parties considered the report of the joint workshop on matters relating to Article 2, paragraph 3, and Article 3, paragraph 14, of the Kyoto Protocol. The adopted conclusions can be found in document FCCC/SBSTA/2011/L.21-FCCC/SBI/2011/L.29.

Forum on the impact of the implementation of response measures

Three sessions of the Joint SBI/SBSTA forum were held, initiating consideration of elements for a work programme and a possible forum on response measures to be adopted at COP17 (see FCCC/SBSTA/2011/L.16- FCCC/SBI/2011/L.18). The Joint SBI/SBSTA forum will continue at SB 35.
In addition, a special event in the context of the Joint SBI/SBSTA forum was held on 13 June. Observer organizations provided information and expertise in such areas as Modelling, economic diversification, just transition of the work force, and health- and trade-related issues. The secretariat has been requested to prepare a report on this special event and to make it available at SB 35.

Progress on the implementation of decision 1/CP.10

At SBI 34, Parties agreed to continue considering this matter at SBi 35, on the basis of the draft decision text contained in the report of the SBI 32 (annex IV), taking into account relevant decisions adopted by the COP 16, with a view to recommending a draft decision for adoption by the COP. The Parties also took note of the progress made in the implementation of the interim actions referred to in the SBI 33 conclusions (FCCC/SBI/2010/27, paragraphs 83-90). See draft conclusions proposed by the Chair.

Under the Kyoto Protocol

Consideration of information on potential environmental, Economic and social consequences, including spillover effects, of tools, policies, measures and methodologies available to Annex I Parties.

At AWG-KP 16, part II (June 2011), Parties met in a spin-off group to consider the remaining options on the possible institutional arrangements to deal with potential consequences of response measures. As Parties did not reach any agreement on this matter, it will be taken up again at AWG-KP 17.

Matters relating to Articles 2.3 and 3.14 of the KP

At SB 34 the subsidiary bodies considered the synthesis of information and views on issues that will be addressed at the joint workshop on matters relating to Article 2, paragraph 3, and Article 3, paragraph 14, of the Kyoto Protocol. They identified issues that will be addressed at the joint workshop and agreed that, inter alia, the following issues will be considered: sharing of information; minimizing the adverse effects through a process to implement these articles which will include further implementation of decision 31/CMP.1, research and assessment, enhancing support to developing country Parties, particularly those identified in Article 4.8 and 4.9, of the Convention, and enhancing reporting and verification. The adopted conclusions can be found in documents FCCC/SBI/2011/L.12 and FCCC/SBSTA/2011/L.12.

Parties also agreed to continue to discuss these matters, including consideration of the workshop report in a joint contact group to be established by them at SB 35.

At SBI 33, 30 November-4 December 2010, Parties agreed to continue considering this matter at its thirty-fourth session on the basis of the draft decision text annexed to the report of the SBI at its thirty-second session, taking into account any relevant decisions adopted by the Conference of Parties (COP) at its sixteenth session, with a view to recommending a draft decision for adoption by the COP. The SBI also agreed on interim activities for addressing the adverse effects of climate change. Please see the report of the SBI at its thirty-third session (paragraphs 79-90).

31 May - 9 June 2010

At SBI 32, 31 May-9 June 2010, the SBI took note of the draft decision text prepared following the request by the SBI referred to in the report of the SBI at its thirty-first session (paragraph 39). The SBI agreed to continue its consideration of this matter at its thirty-third session, based on the draft decision text contained in annex of the draft conclusions proposed by the Chair, with a view to recommending a draft decision for adoption by the Conference of the Parties at its sixteenth session. 8 - 12 December 2009

At SBI 31, the SBI again took note of views of Parties on the status of implementation of Art. 4.8 and decisions 5/CP.7 and 1/CP.10, and requested its Chair to continue developing a draft decision text, based on all the documents issued to date under the Buenos Aires programme of work on adaptation and response measures, with a view to adopting it at COP 16. The SBI welcomed the information and advise emerging from the implementation of the first phase of the Nairobi work programme, which was provided by the SBSTA to the SBI at SB 29, and agreed to consider this information and advice, as appropriate, in the further implementation of decision 1/CP.10 (See draft conclusions proposed by the Chair). The draft decision text will take into account the following inputs:

1 - 12 December 2008

At COP 14 in Poznan, Parties considered the submissions on the Status of implementation of Article 4, paragraph 8, of the Convention, decision 5/CP.7 and decision 1/CP.10 (FCCC/SBI/2008/MISC.9 and FCCC/SBI/2008/MISC.9/Add.1). Submissions were received from 4 Parties and 4 relevant organizations.

These submissions fed into an assessment of work on the adverse effects of climate change (and the impacts of the implementation of response measures). Terms of reference for the assessment are in the SBSTA 28 Report, Annex III, FCCC/SBI/2008/8). A round table in Poznan considered the outcome of the assessment, which provided Parties with a clearer picture of gaps and needs in order to feed into the decision making progress.

Three inputs were received from organizations related to their activities in the context of Decision 1/CP.10:

• International Fund for Agricultural Development (IFAD) (127 kB)

• United Nations World Tourism Organization (UNWTO) (85 kB)

• World Health Organization (WHO) (164 kB)

Also received was the Progress on the implementation of decision 1/CP.10. Submission from Antigua and Barbuda on behalf of the Group of 77 and China (FCCC/SBI/2008/MISC.10).

2 - 13 June 2008

At SB 28, 2008, Parties adopted conclusions on Progress on the implementation of decisions 1/CP.10. Parties agreed on a set of specific activities up to COP 14 (December 2008) in Poznan, Poland to address the adverse effects of climate change, article 4.8, decisions 5/CP.7 and 1/CP.10. See the Report on SBI 28, paragraphs 32-39 (FCCC/SBI/2008/8)

Terms of Reference attached to the report (Annex III) explain how Parties will assess the status of the implementation of adaptation action by inviting Parties and relevant organizations to provide submissions that will feed into an assessment of work on the adverse effects of climate change (and the impacts of the implementation of response measures). A round table in Poznan will consider the outcome of the assessment, which will provide Parties with a clearer picture of gaps and needs and help identify future action which will feed into the decision making progress by COP at its 14th session.

During SB 28 consideration was taken of the submissions provided by Parties (by 21 March 2008) on the status of implementation of Article 4.8 and decisions 5/CP.7 and 1/CP.10. These views were compiled in document FCCC/SBI/2008/MISC.4

29 - 30 May 2008

An informal pre-sessional meeting on progress on the implementation of decision 1/CP.10 was held in Bonn, which helped feed into talks by the Subsidiary Body for Implementation at SB 28 in Bonn, June 2008.

3 - 14 December 2007

At COP 13, Parties continued to consider progress on the implementation of decision 1/CP.10. They requested the Chair of the SBI to convene an informal meeting prior to the June 2008 session to consider further actions, including in the areas of:

4. Risk management and risk reduction

5. Regional collaboration and cross-cutting issues
