The UNFCCC Standing Committee on Finance (SCF), a constituted body under the Convention and the Paris Agreement, will hold three regional webinars for country representatives, practitioners and experts for an informal exchange on the development of the First Report on the Determination of the Needs of Developing Country Parties related to implementing the Convention and the Paris Agreement.

The informal regional webinar provides an excellent opportunity for country representatives, practitioners and experts to share perspectives and information on regional- and country-level data availability and gaps on the needs of developing country Parties related to implementation of the Convention and the Paris Agreement, as well as on the latest developments in methodological issues from national, regional and global reports. The SCF will also convene these webinars to seek views and input on the work conducted to date.

Background material

  • Outline of the 2020 report on the determination of the needs of developing country Parties: At its 21st meeting, the SCF agreed on the general outline for the 2020 needs report which is viewable in Annex III in the annual report of the SCF to COP 25. The outline is also contained in the annex to this document.
  • Background paper: In preparation of the 21st meeting of the SCF, the UNFCCC secretariat was requested to prepare a background paper on sources of information and methodologies and approaches for determining the needs of developing countries.
  • Call for evidence: A call for evidence was issued by the SCF on 22 November 2019 to collect information and data for the preparation of the first report on the Determination of the Needs of Developing country Parties related to implementing the Convention and the Paris Agreement. Submissions received can be viewed here.
  • External webinar: On 7th April 2020, the SCF organized an external webinar for contributors and experts for an informal exchange on the development of the report.
  • Summary of Experts Meeting: The elaboration of the Needs Reports could also, where applicable, be informed by work in relation to the mandate requesting the secretariat to assist developing countries in assessing their needs.[1] As part of this mandate, the UNFCCC secretariat, with the support of the Asian Development Bank and the Governments of the Republic of the Philippines and the Republic of Korea, convened an experts meeting on assessing and determining the needs of developing countries on 10-11 July 2019 in Mandaluyong, Metro Manila, Philippines to share experiences and lessons learned in assessing the needs of developing countries and translating these needs into action, including through the development of climate finance strategies.

[1] In decision 6/CP.23, paragraph 10, the COP requested the secretariat, in collaboration with the operating entities of the Financial Mechanism, United Nations agencies and bilateral, regional and other multilateral channels, to explore ways and means to assist developing country Parties in assessing their needs and priorities, in a country-driven manner, including technological and capacity-building needs, and in translating climate finance needs into action. In response to this mandate, the secretariat set up the Needs-Based Finance (NBF) project to assist interested developing countries in the assessment of needs and priorities and in translating climate finance needs into action.
