Ex-ante Climate Finance information post-2020 (Article 9.5 of the Paris Agreement)

Background

The CMA, by decision 12/CMA.1, recognized the importance of predictability and clarity of information on financial support by developed to developing country Parties. By the same decision, the CMA set out the post-2020 arrangements that build upon the existing arrangements on long-term climate finance. These include:

  • Biennial communications
  • Dedicated online portal
  • Compilation and synthesis of the biennial communication
  • Biennial in-session workshops
  • Biennial high-level ministerial dialogues

Biennial In-session Workshop on Information to be provided by Parties in accordance with Article 9, paragraph 5, of the Paris Agreement. Summary report by the secretariat

The secretariat was requested by the CMA to organize biennial in-session workshops, beginning the year after the submission of the first biennial communications, and to prepare a summary report on each workshop.

Compilation and synthesis of the first biennial communications in accordance with Article 9, paragraph 5, of the Paris Agreement

The secretariat was requested by the CMA to prepare a compilation and synthesis of the information included in the biennial communications, starting in 2021. The document will be considered by CMA 3 and will inform the global stocktake.

Biennial communications in accordance with Article 9, paragraph 5, of the Paris Agreement

The CMA requested developed country Parties to submit biennial communications of indicative quantitative and qualitative information, as applicable, including, as available, on projected levels of public financial resources to be provided to developing country Parties, starting in 2020. Other Parties providing resources are encouraged to communicate biennially such information on a voluntary basis. The types of information to be provided are contained in the annex of the same decision.

The biennial submissions will be posted and recorded in a dedicated online portal. Furthermore, the secretariat will prepare a compilation and synthesis of the information included in the biennial communications, starting in 2021, with a view to informing the global stocktake, and for consideration by the CMA and the COP.

In 2023, at its sixth session, the CMA will consider updating the types of information contained in the annex, on the basis of the experiences and lessons learned by Parties in the preparation of their biennial communications.

Biennial in-session workshops

By decision, paragraph 8, the CMA requested the secretariat to organize biennial in-session workshops, starting in 2021, and a summary report on each workshop, for consideration of the CMA and the COP.

Biennial high-level ministerial dialogues

The CMA, by decision 12/CMA.1, paragraph 11, requested the President of the CMA to convene biennially high-level ministerial dialogues on climate finance, to be informed, inter alia, by the summary reports on the in-session workshops, and the biennial communications. The CMA also requested the President of the CMA to summarize the deliberations of the high-level ministerial dialogues for consideration of the succeeding session CMA.
