Objective
The COP26 Catalyst is a framework to bring together key stakeholders in capacity building to discuss challenges and to catalyse action through four Action Groups on Adaptation Action, Access to Finance, Carbon Markets Participation, and Transparency and Reporting.)
Topics and Participating Innovators
The COP26 Catalyst will be holding a series of activities throughout the day. These will focus on:

Adaptation action - A conversation with the International Centre for Climate Change and Development (ICCCAD) on their adaptation action efforts and the NAP Global Network will highlight lessons and experiences of countries engaged in developing their first Adaptation Communications to the UNFCCC.

Access to finance - GermanWatch will discuss some of the existing gaps and challenges of accessing climate finance, faced by the most vulnerable countries and the Adaptation Fund will discuss the recent development of access to climate finance for adaptation in general and highlight the work of the Adaptation Fund as one of the very few climate funds under the UN Climate Convention and Paris Agreement that is dedicated to financing concrete adaptation activities

Carbon market participation - A joint session hosted by the Global Green Growth Institute (GGGI) and Perspectives Climate Group will discuss past experiences, the successes and challenges faced by government stakeholders, and ways to ensure better capacity building for Article 6 participation.

Transparency and Reporting - The Partnership on Transparency in the Paris Agreement (PATPA) and the Food and Agriculture Organization of the United Nations (FAO) will discuss lessons learned from countries on their experiences in the preparation of the Biennial Transparency Report, and the capacity needs and gaps they are faced with. The session will also introduce the BTR Guidance and Roadmap Tool. #Datat4BetterClimateAction will also raise awareness of the broader value of climate transparency beyond reporting.

COP26 Catalyst will be presenting the action recommendations followed by the Wilton Park, as secretariat for the COP26 Catalyst, concluding the day with a Plenary session to include the presentation of action recommendations from all four of the COP26 Catalyst Action Groups on Adaptation Action, Access to Finance, Carbon Markets Participation, and Transparency and Reporting.
The Paris Agreement provides a truly global framework for climate ambition and action. To unlock its full potential, it is important that all countries can participate to their maximum potential and that a lack of capacity does not hold them back. In its role as the incoming COP26 Presidency, the UK has been committed to better understanding the capacity-building challenges faced by developing countries, particularly those most vulnerable to climate impacts, and has provided opportunities to share positive experiences and lessons learned during the UN Regional Climate Weeks.
During the COP26 Catalyst Day at the Capacity Building Hub, there will be thematic events focusing on capacity-building for adaptation communications, access to finance, carbon markets participation, and the enhanced transparency framework. The COP26 Catalyst partners will also reflect on what they have heard throughout the UN Regional Climate Weeks and put forward recommendations for practical solutions to ensure the effective implementation of the Paris Agreement and catalyze climate action more widely.
