The PCCB’s focus area for 2021 is “Building capacity to facilitate coherent implementation of nationally determined contributions (NDCs) in the context of national development plans” and, aligned with this focus area, the 10th Durban Forum on capacity-building convened by the SBI in June 2021 also explored how to build capacity for addressing climate and development goals coherently. The PCCB Focus Area Day will feature discussions on the 2021 PCCB focus area and will enable a deep dive into some of the findings and key messages that emerged from the 10th Durban Forum. Objective
The PCCB’s focus area for 2021 is “Building capacity to facilitate coherent implementation of nationally determined contributions (NDCs) in the context of national development plans”. By choosing to promote the coherent implementation of NDCs and SDGs as its 2021 focus area, the PCCB seeks to help in building sector-relevant capacity for SDG-NDC mainstreaming, as well as in building capacity to align NDC implementation with the SDGs at the sectoral and local level.
The PCCB Focus Area Day will feature discussions on the 2021 PCCB focus area and provide space for capacity-building stakeholders to share relevant experience, good practices, tools and methodologies, and lessons learned.
Topics and Participating Innovators
- International Renewable Energy Agency (IRENA) through their event - Capacity-building: Energy Transition for Climate Action, will provide a platform for exchanging experiences, lessons learned, and for sharing of best practices from supporting and building human and institutional capacity for the NDCs review process, as well as to understand the linkages between NDCs, long-term strategies, and the post-COVID 19 economic recovery plans.
- The NDC Partnership will be organizing a session - NDCs for All: Building Capacity to Engage on Gender Equality, will present a recent analysis on trends regarding gender equality in the updated NDCs, focusing on capacity-building efforts and commitments.
- Global Executing Agency of the Dedicated Grant Mechanism for Indigenous Peoples and Local Communities at Conservation International will explore how indigenous and local community leadership can be mobilized to achieve climate goals.
- The Climate and Development Knowledge Network (CDKN) led by SouthSouthNorth (SSN) will explore the effectiveness of varied approaches to supporting the implementation of NDCs by demonstrating the benefits of choosing capacity-building approaches that are appropriate to the context and stakeholders.
- Fundación Avina through their session - Building Capacities towards NDC implementation and the global stocktake: innovative practices from the global south, will discuss the why, what, and how of innovative capacity-building for NDC implementation and Global Stocktaking.
- Fundación Para el Avance de las Reformas y Oportunidades (Grupo FARO) will share the process, lessons learned and challenges ahead for the inclusion of NDCs in Subnational Territorial Planning in Ecuador.
- The PCCB Network is a voluntary association of interested stakeholders engaged in climate-related capacity-building who can share information on good practices of their work, contribute to the work of PCCB in fulfilling its mandate, and seek to connect with their peers across sectors and regions. At the final session of the 3rd Capacity-building Hub, the aim is to amplify the role of capacity-building networks, their organizers and its members by exploring how networks can be mobilized to build capacities to facilitate the coherent implementation of Nationally Determined Contributions (NDCs) and the Sustainable Development Goals (SDGs).

Yet, despite great opportunities for synergies, the implementation of the 2030 Agenda for Sustainable Development and the Paris Agreement are still insufficiently linked up. Particularly in light of the COVID-19 pandemic, efforts by countries to recover from the impacts of this current crisis provide an opportunity for better integrating climate and sustainable development goals into national recovery plans and policies in a coherent manner.

People engaged in this work are acting from local to international scales providing needed infrastructure, resources, and financing for others to understand, engage, and mobilize work on climate action.
