WORSHOP ON "GOOD PRACTICES" IN POLICIES AND MEASURES AMONG PARTIES INCLUDED IN
ANNEX I TO THE CONVENTION

The workshop is the result of a request made by the UNFCCC Conference of the Parties (COP) at the first part of its
sixth session, to the Convention secretariat to organize a workshop on "Good practices" in policies and
measures among Parties included in Annex I to the Convention.
At the same session, the COP requested the Subsidiary Body for Scientific and Technological Advice (SBSTA), at its
fourteenth session, to outline the terms of reference for the workshop, based on submissions made by Parties at 31
March 2001. These submissions are contained in the following documents: FCCC/SBSTA/2001/MISC.2 and Add. 1
In the light of the conclusions of the SBSTA at its fourteenth session, the workshop should advance the work on
sharing experience and exchanging information on "good practices" in policies and measures. To that end,
it should build on the initial results obtained at the workshop on "best practices" in policies and
measures held in Copenhagen in 2000.
The "good and best practices" concept should be used as a framework for sharing experience and exchanging
information. The detailed discussion should focus on "good practices" in policies and measures of Annex I
Parties in relevant sectors, including innovative market-based instruments, such as domestic emissions trading, as
well as domestic voluntary agreements and cross-cutting issues. The detailed discussion should further include
evaluation of the design and effectiveness of policies and measures, taking into account national circumstances and
ways in which Annex I Parties are striving to minimize adverse effects of their policies and measures on developing
country Parties.
The Workshop is organised by the UNFCCC secretariat with the support of the Danish Energy Agency, and co-sponsored
by the governments of Denmark and Norway. Conference services will be provided by JPbureau A/S, Copenhagen.
