Multi-stakeholder dialogue on the operationalization of the local communities and indigenous peoples platform

Background
 
Indigenous peoples and local communities at the front lines of climate change will soon be able to exchange lessons learned and share their unique perspectives on reducing emissions, adapting, and building resilience through a new platform created by the Paris Agreement. The newly established platform came into existence through the decision adopting the Paris Agreement in December 2015 at COP21. The Paris Agreement pdf-icon 1/CP.21 paragraph 135 has recognized the need to strengthen knowledge, technologies, practices and efforts of local communities and indigenous peoples related to addressing and responding to climate change, and establishes a platform for the exchange of experiences and sharing of best practices on mitigation and adaptation in a holistic and integrated manner.

In the climate conference (COP22) held in Marrakech (see COP 22 report, paragraphs165-169) in November 2016, Parties decided to adopt an incremental and participatory approach to developing the local communities and indigenous peoples platform with a view to ensuring its effective operationalization.

In order to initiate the process to develop the local communities and indigenous peoples platform, an open multi-stakeholder dialogue on the operationalization of the platform will be convened on 16 May (10-13 hrs) – 17 May (15-18 hrs) in conjunction with SB46. What are the steps as a part of the as a part of the incremental approach?
 
The incremental approach will be based on the following steps (see COP 22 report, paragraphs165-169):
  1. Parties and relevant organizations are invited to submit, by 31 March 2017, their views on the purpose, content and structure of the platform in order to inform the multi-stakeholder dialogue.
  2. The open multi-stakeholder dialogue on the operationalization of the platform will be organized in conjunction with SBSTA 46 and SBI 46, which will take place in Bonn, Germany on May 18-28, 2017. The multi-stakeholder dialogue is to be co-moderated by the Chair of the SBSTA and a representative of indigenous peoples organizations.
  3. A report will be prepared on the outcomes of both the submissions and the dialogue.
  4. The SBSTA will be requested to consider this report in conjunction with SBSTA 47 and SBI 47 under a new agenda item, “Local communities and indigenous peoples platform”. Next, the SBSTA will be requested to forward recommendations for operationalization of the platform to COP 23.

Details on the submission process

Parties and relevant organizations are invited to submit their views on the purpose, content and structure of the platform in order to inform the multi-stakeholder dialogue. The deadline for submissions is 31 March 2017.

Parties are invited to upload their submissions on the UNFCCC website (SBSTA 46 & 2017).

Organizations are welcome to send the submissions to secretariat@unfccc.int. Please specify in the submission that it is provided in response to the call for submissions on 'the local communities and indigenous peoples platform'.
