Call for submissions on type and nature of actions to address loss and damage for which finance may be required

The Executive Committee of the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts (Executive Committee) invites submissions on the type and nature of actions to address loss and damage for which finance may be required.

The Executive Committee looks forward to receiving relevant information by 15 February 2018 at loss-damage(at)unfccc.int. See received submissions here.

The Executive Committee will consider the information received through the submissions to support the secretariat in determining the scope of a technical paper which will serve as an input to the review of the Warsaw International Mechanism for Loss and Damage in 2019 (decision 4/CP.22, paragraph 2 (f) and (g)).

This call for submissions is undertaken in the context of the five-year rolling workplan of the Executive Committee, activity 1(a) of the strategic workstream (e) 'Enhanced cooperation and facilitation in relation to action and support, including finance, technology and capacity-building, to address loss and damage associated with the adverse effects of climate change'.   

COP 19 established the Warsaw International Mechanism to address loss and damage associated with the adverse effects of climate change through its three main functions: enhancing knowledge and understanding of comprehensive risk management approaches; strengthening dialogue, coordination, coherence and synergies among relevant stakeholders; and enhancing action and support, including finance, technology and capacity building.

COP 22 (2016) mandated the secretariat to prepare a technical paper elaborating the sources of financial support, as provided through the Financial Mechanism, for addressing loss and damage as described in relevant decisions, as well as modalities for accessing such support. The technical paper is to also include an elaboration of finance available for addressing loss and damage as described in relevant decisions, outside the Financial Mechanism, as well as the modalities for accessing it.

At the forty-eighth session of the subsidiary bodies (April-May 2018), the secretariat will organize, under the guidance of the Executive Committee and the Chair of the Subsidiary Body on Implementation, the Suva expert dialogue with a view to informing the preparation of this technical paper.

The secretariat is to be assisted by the Executive Committee of the Warsaw International Mechanism in determining the scope of the technical paper with a view to making the paper available to Parties by the fiftieth sessions of the subsidiary bodies (June 2019) for consideration in the review of the Warsaw International Mechanism.

The Executive Committee developed a set of steps to support the secretariat in determining the scope of this technical paper, which are contained in activity 1(a) of strategic workstream (e) 'Enhanced cooperation and facilitation in relation to action and support, including finance, technology and capacity-building, to address loss and damage associated with the adverse effects of climate change' of its five-year rolling workplan.
