In the context of the adoption of the Paris Agreement, the COP decided to initiate at COP 22 a process to
identify the information to be provided by Parties, in accordance with Article 9, paragraph 5, of the Paris
Agreement with a view to providing a recommendation for consideration and adoption by the Conference of the
Parties serving as the meeting of the Parties to the Paris Agreement at its first session (decision 1/CP.21,
paragraph 55). Article 9, paragraph 5 stipulates that developed country Parties shall biennially communicate
indicative quantitative and qualitative information related to the provision and mobilization of climate
finance, as applicable, including, as available, projected levels of public financial resources to be
provided to developing country Parties; and other Parties providing resources are encouraged to communicate
biennially such information on a voluntary basis.
COP23 made progress on this mater, and adopted decision.
- Parties, during COP23, identified preliminary considerations for the information to be provided by
Parties in the context of Article 9, paragraph 5, of the Paris Agreement. These are included in an
informal note by the co-chairs of the contact group on this agenda item. This informal note does not
capture all views of Parties; and
- COP23, by the same decision, also requested the Subsidiary Body for Implementation (SBI) to consider ,
beginning at its 48th session (April-May2018) and at any subsequent sessions on the Paris Agreement work
programme, identification of information to be provided by Parties in accordance with Article 9, paragraph 5,
of the Paris Agreement
COP 22, by decision 13/CP.22 (974
kB) , requested the secretariat to organize a round-table discussion among Parties on this matter in
conjunction with the forth-sixth sessions of the subsidiary bodies (May 2017) and prepare a summary report
for consideration by COP 23 (November 2017).
