Description of role

Standing Committee on Finance (SCF)
|
One of the functions of the SCF involves assisting the COP in exercising its functions in relation to
measurement, reporting and verification (MRV) of support ( decision 2/CP.17,
paragraph 121). At COP 21, it was decided that the SCF shall serve the Paris Agreement in line with
its functions and responsibilities established under the COP ( decision 1/CP.21,

Ad Hoc Working Group on the Paris Agreement (APA)
|
The APA is tasked with preparing for the entry into force of the Agreement ( decision 1/CP.21,
paragraph 8). COP 21 requested the APA to develop recommendations for modalities, procedures
and guidelines for the transparency framework for action and support referred to in Article 13 of the
Agreement (
decision 1/CP.21, paragraph 91).

Subsidiary Body for Scientific and Technological Advice
(SBSTA)
|
The SBSTA serves as the link between the scientific, technical and technological assessments and the
information provided by competent international bodies, and the policy oriented needs of the COP
( decision 6/CP.1).
The SBSTA also serves the Paris Agreement in accordance with Article 18 of the Agreement.
COP 17 requested the SBSTA to develop methodologies for
reporting financial information, taking into account existing international methodologies, and
based on the experiences gained in preparing the first biennial reports (decision 2/CP.17, paragraph
19).
In the context of the adoption of the Paris Agreement, COP 21 requested the SBSTA to develop modalities
for the accounting of financial resources provided and mobilized through public interventions in
accordance with Article 9, paragraph 7, of the Agreement (decision 1/CP.21, paragraph 57).

Subsidiary Body for Implementation (SBI)
|
The SBI is tasked with developing recommendations to assist the COP in its review and assessment of the
implementation of the Convention and in the preparation and implementation of its decisions ( decision 6/CP.1).
The SBI also serves the Paris Agreement in accordance with Article 18 of the Agreement.
COP 17 requested the SBI to revise the
UNFCCC reporting guidelines on national communications (decision 2/CP.17, paragraph 18), which
includes guidelines on financial, technological and capacity-building support.
