Overview of Negotiations on Action for Climate Empowerment
SBI 47 November 2017, Bonn During SBI47 Parties adopted Conclusions, and
requested the secretariat to organize a workshop, preferably in session, or as appropriate, in conjunction
with SBI 48 (April–May 2018) to develop a list of actions to enhance the implementation of the Paris
Agreement through ACE-related activities, under the guidance of the SBI Chair and with the participation of
Parties, representatives of relevant bodies established under the Convention, relevant experts, youth,
practitioners and stakeholders. The SBI invited Parties and observers to submit, by 26 January 2018, their views
on the role of ACE and topics for the workshop referred to in paragraph 5 above that can enhance the
implementation of ACE under the Paris Agreement.
COP 22/CMP 12/CMA1, November 2016, Marrakech Parties adopted the Decision
17/CP.22, for improving the effectiveness of the Doha work programme on Article 6 of the Convention. By
this Decision, the Conference of Parties encourage Parties to continue to promote the systematic
integration of gender-sensitive and participatory education, training, public awareness, public
participation and public access to information into all mitigation and adaptation activities implemented
under the Convention, as well as under the Paris Agreement, including into the implementation of their
nationally determined contributions and the formulation of long-term low greenhouse gas emission
development strategies. Furthermore, Parties decided that efforts related to the implementation of Article
6 of the Convention shall be referred to as Action for Climate Empowerment (ACE).
SBI 44, May 2016, Bonn
During SBI44 Parties completed the intermediate review of progress made in implementing the Doha
work programme on Article 6 of the Convention see document FCCC/SBI/2016/L.15 and
recommended a draft decision on improving the effectiveness of the Doha work programme for
consideration and adoption by the Conference of the Parties at its twenty-second session in November
2016 (for the text of the draft decision, see document
FCCC/SBI/2016/L.15/Add.1).
COP 21/CMP 11, November - December 2015, Paris Parties adopted the Decision 15/CP.21,
terms of reference for the intermediate review of the Doha work programme on Article 6 of the
Convention. By this Decision, the Conference of Parties requested the Subsidiary Body for
Implementation to launch the intermediate review of the implementation of the Doha work programme on
Article 6 of the Convention at its forty-fourth session (May 2016), with a view to the review being
completed by November 2016.
SBI 42, June 2015, Bonn
During SBI42 Parties prepared the terms of reference for the intermediate review of the Doha work programme on
Article 6 of the Convention to evaluate its effectiveness, identify any emerging gaps and needs, and inform
any decisions on improving the work programme’s effectiveness, with a view to launching the review at
SBI 44 in 2016. The SBI invited Parties, admitted observer organizations and other stakeholders to submit
to the secretariat, by 19 February 2016, information on the steps they have taken to implement the Doha
work programme, such as efforts to consider the linkages between Article 6 activities, implementation of
policies and measures to mitigate and adapt to climate change, and on emerging gaps and needs, as well as
recommendations on further steps for improving the effective implementation of the Doha work programme.
The SBI adopted the conclusions see document FCCC/SBI/2015/L.11
and recommended a draft decision on the intermediate review of the implementation of the Doha work
programme for consideration and adoption by the Conference of the Parties at its twenty-first session (for
the text of the draft decision, see document FCCC/SBI/2015/L.11/Add.1).
COP 20/CMP 10, December 2014, Lima
The Lima Ministerial
Declaration on Education and Awareness-raising (decision 19/CP.20) marked a key turning point in the
evolution of Article 6 of the Convention. It pushed for greater momentum in integrating formal and informal
education and public awareness-raising efforts in promoting climate-resilient and sustainable development.
Furthermore, it encouraged governments to integrate the issue of climate change into national curricula,
and to strengthen people’s participation in climate-smart decision making and action.
SBI 41, December 2014, Lima
SBI 41 took note of the summary report on the 2nd Dialogue on Article 6 of the Convention contained in
document FCCC/SBI/2014/15.
Furthermore, it encouraged Parties and other stakeholders to use the information contained in the report
when planning, designing and implementing activities related to public participation, public awareness,
public access to information and international cooperation.

Parties concluded that the 3rd and 4th Dialogues on Article 6 of the Convention will be convened during SBI
42 (June 2015) and SBI 44 (May 2016), respectively, in Bonn, Germany. It was agreed that the format of
subsequent Dialogue meetings would be discussed as part of the intermediate review of the Doha work programme at
SBI 44 in 2016. Moreover, the secretariat presented the report on good practices of stakeholder
participation in implementing Article 6 of the Convention, contained in document FCCC/SBI/2014/3.
SBI 39, November 2013, Warsaw
SBI 39 took note of the summary report
on the 1st Dialogue on Article 6 of the Convention. It also welcomed the progress made in the
implementation of Article 6 as a result of the Doha work programme,
and the establishment of the annual Dialogue on Article 6. It concluded that the 2nd Dialogue would be
convened during SBI 40 in 2014.
COP 18/CMP 8, November & December 2012, Doha
Parties adopted the eight-year
Doha work programme on Article 6 of the Convention (decision 15/CP.18) reaffirming the importance of
climate change education, training, public awareness, public participation, public access to information
and international cooperation in achieving the ultimate objective of the Convention. Parties also requested
that the SBI organizes an annual in-session Dialogue on Article 6 of the Convention to strengthen its work
to share their experiences and exchange ideas, best practices and lessons learned regarding the
implementation of the work programme.

undertake a review of progress on the implementation of the five-year amended New Delhi work programme in 2012. An
intermediate review of progress was planned in 2010.

The SBI 21 recommended a draft decision on the subject of the implementation of the New Delhi work

Parties requested the secretariat to create an interim informal advisory group to facilitate the
preparatory stage of an information network clearing house, contained in document

Parties agreed to consider the first compilation
and synthesis of initial communications from non-Annex 1 Parties containing information on education,
training and public awareness. Furthermore, the secretariat presented a report on the implementation of the

COP 8, October and November 2002, New Delhi
Parties adopted the five-year New
Delhi work programme on Article 6 of the Convention by Decision
11/CP.8 at COP 8 in India. This work programme set out the scope of, and provided the basis
for action on activities related to Article 6 in accordance with the provisions of the Convention. Parties
agreed that the six elements of Article 6 include: education, training, public awareness, public
participation, public access to information and international cooperation.
SBSTA 16, June 2002, Bonn
The preparation for the establishment of a work programme on Article 6 of the Convention began with a SBSTA
request to the secretariat to organize a workshop that prioritizes key elements for this programme. The
recommendations of the workshops are contained in the document
