Financial and Technical Support for non-Annex I Parties

Financial and technical assistance and support are essential for developing counties in preparation of
their national communications (NCs) and biennial update reports (BURs).
At the moment, some of the key actors involved, under the Convention, in enhancing the capacity of
developing country Parties in the preparation of their reports include the secretariat, the Global
Environment Fund (GEF), Global Support Programme (UNEP/UNDP) the Consultative Group of Experts on National Communications
from Parties not included in Annex I to the Convention (CGE), and Annex I Parties. In addition,
there are numerous other actors including IGOs, NGOs, institutions and other agencies that make
significant contributions.

Technical Assistance and Support
|

CGE
|
The main channel for the provision of technical assistance and support in relation to
measurement, reporting, and verification (MRV) for developing countries is the CGE. The CGE, at
the request of the Convention, developed training materials for the preparation of NCs and BURs
and also organizes workshops on the use of these materials and on the preparation of NCs and
BURs.

The secretariat
|
One of the functions of the secretariat is to facilitate assistance to non-Annex I Parties in
preparing their NCs and, more recently, their BURs. This includes facilitating the work of the
CGE, organizing training workshops, developing appropriate tools and guidance materials,
collaboration with bilateral and multilateral support programmes, the dissemination of
information through participation in regional workshops and expert group meetings, promoting
information exchange, and capacity-building.

GEF-funded UNDP/UNEP GSP
|
The Global Support Programme (GSP) for the preparation of NCs and BURs is a five-year
(2014-2019) project managed jointly by UNDP and UNEP. The GSP has an overall objective of
providing financial and technical support to developing countries with a view to facilitating
the timely preparation and submission of their NCs and BURs as well as supporting the
implementation of the (Intended) Nationally Determined Contributions.

Financial Support
|
|
NCs: The GEF can provide up to
US$ 500,000 to each non-Annex I Party to finance activities related to the preparation
of NCs.
Application and Instructions for direct access funding (NCs and BURs)
BURs: As per the GEF policy guidelines, non-Annex I Parties can access up to
US$352,000 through a GEF Agency or via direct access for the preparation of BURs.
