Tools and Training Materials for non-Annex I Reporting

The secretariat, the IPCC, The Consultative Group of Experts on National Communications from Parties
not included in Annex I to the Convention (CGE), and related external sources provide tools, materials,
and training, including UNFCCC-CASTT, to facilitate measurement, reporting, and verification (MRV) in
developing countries in accordance with the guidelines of the Convention.

The CGE developed training materials to facilitate the preparation of NCs (decision
17/CP.8) and BURs (decision 2/CP.17, annex III).
The CGE also developed materials to train the national experts nominated to the team of
technical experts to undertake the technical analysis of BURs.
These materials are not intended to replace any of the methodologies or tools referred to or
mentioned in its various modules. For further detail and explanation, the reader is therefore
always encouraged to consult the original documents or tools referred to in the text.

UNFCCC-CASTT
|
|
The UNFCCC Climate Action and Support Transparency Training, or
UNFCCC-CASTT, is a capacity building programme designed to cater to stakeholders at all
levels of competencies within national climate governance and implementation. Through a
holistic approach to capacity-building and development, the programme draws on the knowledge of
a multitude of climate change professionals to provide trainees with the theoretical and
practical methods needed to take transformative action.

Compendium on Greenhouse Gas emissions Baselines and Monitoring
|
The development of effective climate strategies to implement appropriate and cost-effective
mitigation actions rests upon the availability of comprehensive data and the application of sound
assessment methods for emission reduction potentials. Unfortunately, many countries lack
comprehensive sector-specific emission inventories and mitigation scenario analysis to inform sound
climate action planning. The UNFCCC together with partner organizations are addressing this in the
form of the development of a Compendium on national and sector specific GHG Baselines and
Monitoring that countries could use to better estimate and report on greenhouse emission
reductions/removals arising from implementation of mitigation actions. The latest documents are
