First commitment period (2008-2012)

According to decision 13/CMP.1, each Party included in Annex I with a commitment inscribed in Annex B to the Kyoto Protocol shall facilitate the calculation of its assigned amount pursuant to Article 3, paragraphs 7 and 8, and demonstrate its capacity to account for its emissions and assigned amount for the first commitment period. To this end, each Party submitted a report containing all information required for this purpose, as defined in the annex to decision 13/CMP.1. The timely submission of the so-called “Initial Reports” was an essential step for Parties in calculating their assigned amount under Article 3, paragraph 1, which is a precondition for the participation in the Kyoto Protocol mechanisms (emissions trading, joint implementation and clean developing mechanism).

Second commitment period (2013–2020)

According to decision 2/CMP.8, each Party with a quantified emission limitation and reduction commitment inscribed in the third column of Annex B to the Kyoto Protocol, as contained in annex I to decision 1/CMP.8, shall submit an  “Initial Report” to facilitate the calculation of its assigned amount pursuant to Article 3, paragraphs 7bis, 8 and 8bis, of the Kyoto Protocol for the second commitment period and to demonstrate its capacity to account for its emissions and assigned amount.
