Submission incomplete:
1: Scope: The monitoring report does not contain the values of the monitored parameters used to calculate baseline, project and leakage emissions as well as other parameters required by the applied methodology and the registered monitoring plan as per PS version 09.0 paragraphs 247 and 248 (a) (c) (d) (e) (f).
Issue: The monitoring report (page 33) mentions that “Number of Baseline Trees, BTREES” was measured. However, no information is provided on how this parameter was measured and the verification report does not verify the parameter.
2: Scope: The monitoring report does not contain information on how the sampling has been conducted in accordance with the sampling plan in the registered PDD as per PS version 09.0 paragraph 249.
Issues: It is observed that (i) the submitted excel has provided values for the “number of sample plots allocated to stratum i (ni) without information on how they were determined and (ii) the values for the parameter “number of sample plots required for estimation of biomass stocks within the project boundary (n) are not provided or explained. The PP/DOE to report “ni” and “n” in line with the A/R Tool “calculation of the number of sample plots for measurement within A/R CDM project activities ver. 02 paras 11 and 17).
3: Scope: The verification and certification report does not state that the monitoring plan is in accordance with the applied approved methodology and, where applicable, the applied approved standardized baseline as per VVS version 09.0 paragraph 388.
Issues:
(i) The applied methodology (AR-AMS007 ver. 03 para 25) requires that the monitoring plan shall provide for collection of the relevant data to allow for the verification of the applicability conditions listed under paras 3 and 4. However, this is not provided in the monitoring plan; and
(ii) The monitoring plan does not list monitoring of the parameter “crown cover of shrubs in shrub biomass, CCSHRUB” as required by the A/R Tool 14 (page 22).
4: Scope: The verification and certification report does not list each parameter required by the monitoring plan and does not provide an statement on how the DOE verified the information flow for these parameters including the values in the monitoring reports as per VVS version 09.0 paragraphs 393 and 409 (e).
Issue: The parameter “Default above-ground biomass content in forest in the region/country where the A/R CDM project is located (bFOREST)” has applied values as high as 99 t/ha and 139 t/ha for some stratums. The A/R Tool 14 (para 61) has specified that values from Table 3A.1.4 (IPCC-LULUCF 2003) are used unless transparent and verifiable information can be provided to justify different values. It is observed that Table 3A.1.4 has specified a default value of 73 t/ha for India which is significantly different from the applied values. The DOE to provide information justifying the applied values.
