Submission incomplete:
1: The project participants shall provide a comparison of the GHG emission reductions or net anthropogenic GHG removals achieved by the registered CDM project activity with the estimates in the registered PDD (para 266 of PS for PA).
The monitoring report (p 17) states that "As per registered CDM-PDD (version 09, dated: 16/07/2016) page 1, the annual estimated volume
of CERs is 35,042 tCO2e. The total nos. of days included in this mentoring period (i.e. 01/01/2018 to 31/03/2019, inclusive of both the days) = 455. Thus, to calculate the ex-ante estimated value of ER corresponding to this monitoring period, the annual estimated ER value (as per registered PDD) has been extrapolated for the equivalent period, i.e. 455 days, which results in 43,680 tCO2e. Whereas actual ER achieved is 39,860 tCO2e." However, the actual ER achieved is "54,024 tCO2" which is higher than the estimate in the PDD.

2: For each monitoring period, the DOE shall report that the information (data and variables) provided in the monitoring report that is different from that stated in the registered PDD or any approved revised PDD, and has caused an increase in the estimates of GHG emission reductions or net anthropogenic GHG removals in the current monitoring period (para 356(c) of VVS for PA).
1) The verification report (p 34) states that "As verified and evident from the final Monitoring Report /1.2/ and corresponding ER sheet /4.2/, the actual emission reductions achieved by the project activity in the current monitoring period were found less than the estimated quantity in the approved revised PDD/1.3/ for the comparable period. This is largely due to low plant load factor achieved during the current monitoring period". However, the actual emission reduction is about 24% higher than the estimate in the PDD;
2) The DOE (p 34) states that "Due to this an approximate equitable
distribution of available water is achieved during the hydrological draught year.
This leads to the generation of electricity in the month of October, November 2018 from BH-1 which is not as usual scenario. Secondly, in the month of June 2018, water storage available at Bhandardara dam was above PH1 Power MDDL (Minimum Draw Down Level for power generation), Due to this, PH 1 was in operation during Irrigation water release of June 2018. This can be verified from the previous two water year data which clearly shows that there is very less generation /zero generation in the month of June, Oct, Nov. 2018." However, the previous two requests for issuance for the monitoring period of 27 Jul 2015 - 31 Oct 2016 and 01 Nov 2016 - 31 Dec 2017 show that the highest electricity generation was marked in October 2015 during the monitoring period of 27 Jul 2015 - 31 Oct 2016. Therefore, the DOE is required to provide further information on how it considered that there is very less generation /zero generation in the month of June, Oct, Nov.
